The Jets made two roster moves ahead of Sunday:

The Bawden move was expected, as the Jets usually have had three tight ends and a fullback active for most of the season.
Kyle Phillips had to be activated this week otherwise the Jets would have had to put him on injured reserve for the rest of the season. However, he might not be ready to be active for a game yet. Blair therefore could provide useful cover, especially with Nathan Shepherd listed as questionable.
Both Bawden and Blair are using their second and final practice squad elevation so they will hope to impress enough to get signed to the active roster, otherwise they can't play again this year.
